Shared courtrooms, case backlogs and congestion add to litigants’ difficulties
Chattogram has established 63 new courts and tribunals since 2025 to address a backlog of over three lakh pending cases, yet the expansion has outpaced available infrastructure. Several courts are now forced to share hearing rooms, creating logistical challenges for judges, lawyers, and litigants.
Money Loan Courts 2 and 3 share a room in the Chief Judicial Magistrate Court building. The Child Violence Suppression Tribunals for Chattogram district and metropolitan areas also share a courtroom. Family Courts 2 and 3 operate from one room, while the Family Appeal Court and Land Survey Appeal Tribunal share another. Six Joint Metropolitan Sessions Judge Courts have three hearing rooms between them, requiring judges to conduct proceedings in turns.
Litigants report confusion regarding court schedules, with some missing appearances due to the disorganized environment. Lawyers also face a severe shortage of chamber space, with the Chattogram District Bar Association noting that only 2,349 of its 9,300 registered members have access to permanent chambers or auditorium seating. Access to the Court Hill area is further hindered by traffic congestion, illegal parking, and roadside hawkers. The Bar Association has formally requested intervention from the Chattogram Metropolitan Police and the City Corporation to improve traffic management and visitor facilities, noting that repeated requests for improved court infrastructure have seen little progress.
