তত্ত্বাবধায়ক সরকার বাতিল করা সংবিধানের পঞ্চদশ সংশোধনীকে অবৈধ করে হাইকোর্টের দেওয়া রায়ের বিরুদ্ধে আপিল শুনানি আগামীকাল (মঙ্গলবার) পর্যন্ত মুলতবি করেছেন আপিল বিভাগ। সোমবার (৬ জুলাই) প্রধান বিচারপতি জুবায়ের রহমান চৌধুরীর নেতৃত্বাধীন চার সদস্যে আপিল বেঞ্চে এ শুনানি হয়েছে।

এদিন শুনানিতে অংশ নিয়েছেন অ্যাটর্নি জেনারেল রুহুল কুদ্দুস কাজল, আইনজীবী শরীফ ভূঁইয়া ও শিশির মনির।

শুনানি শেষে আইনজীবী শরীফ ভূঁইয়া বলেন, এটি দেশের জন্য একটি অত্যন্ত গুরুত্বপূর্ণ মামলা। এর সঙ্গে দেশের নির্বাচন ব্যবস্থা জড়িত। আমি বারবার বলেছি যে, পঞ্চদশ সংশোধনী শুধুমাত্র একটি সংশোধনী ছিল না, এটি সংবিধানকে পুনর্লিখন করার মতো একটি বিষয় ছিল, যার মাধ্যমে সংবিধানের মৌলিক চরিত্র পরিবর্তন করা হয়েছে। তাই, আদালত কর্তৃক এ সংশোধনীটি বাতিল করা প্রয়োজন ছিল। যেন ভবিষ্যতে এ ধরনের জনবিরোধী কোনো সংবিধান সংশোধনী আর না হয়। সংসদ যেন সংশোধনীর বিষয়ে সবসময় সতর্ক থাকে।

তিনি আরও বলেন, আশা করছি জুলাইয়ের মধ্যেই এর শুনানি শেষ হবে এবং আপিল বিভাগ থেকে একটি চূড়ান্ত রায় পাওয়া যাবে। আগের রায়টি হাইকোর্ট বিভাগের ছিল, তবে দেশ ও জনগণের স্বার্থে এবং দেশের সর্বোচ্চ আদালত থেকে এ চূড়ান্ত নিষ্পত্তির প্রয়োজন ছিল। আমাদের পক্ষ থেকে মঙ্গলবার শুনানি শেষ করব। তবে সরকারসহ আরও অনেক পক্ষ রয়েছে, জামায়াতে ইসলামীর একটি পৃথক আপিল আছে এবং একজন আইনজীবীর করা আরেকটি পৃথক আপিল আছে। এ তিনটি আপিল একসঙ্গে শুনানি হচ্ছে।

এ আইনজীবী আশা প্রকাশ করে বলেন, বর্তমান যে বেঞ্চ আছে, তার একজন বিচারপতি জুলাইয়ের মাঝামাঝি সময়ে অবসরে যাবেন। তাই তার মধ্যেই শুনানি শেষ করে রায় দেওয়া হবে বলে আশা করা যায়। তা না হলে আংশিক শুনানি হয়ে রায় হবে না, যা আগের অবস্থা ফিরিয়ে আনবে।

এর আগে, গত ১৩ নভেম্বর হাইকোর্টের রায়ের বিরুদ্ধে আপিলের অনুমতি দেন আপিল বিভাগ। এরপর আপিল শুনানি শুরু হয়।

পৃথক দুটি রিটের চূড়ান্ত শুনানি শেষে গত বছরের ১৭ ডিসেম্বর হাইকোর্ট পঞ্চদশ সংশোধনীর অংশবিশেষ অসাংবিধানিক ও বাতিল করে। এ রায়ের বিরুদ্ধে সুশাসনের জন্য নাগরিকের (সুজন) সম্পাদকসহ চার ব্যক্তি একটি আপিল করেন। এছাড়া নওগাঁর বাসিন্দা মো. মোফাজ্জল হোসেন এবং জামায়াতে ইসলামীর পক্ষেও আপিল করা হয়।

আওয়ামী লীগ সরকার তত্ত্বাবধায়ক সরকারব্যবস্থা বিলোপসহ বেশ কিছু বিষয়ে পরিবর্তন এনে সংবিধানের পঞ্চদশ সংশোধনী করা হয়েছিল। ২০১১ সালের ৩০ জুন পঞ্চদশ সংশোধনী আইন জাতীয় সংসদে পাশ হয়। তত্ত্বাবধায়ক সরকারব্যবস্থা বিলোপসহ ওই সংশোধনীতে সংবিধানে ৫৪টি ক্ষেত্রে পরিবর্তন আনা হয়।

জুলাই গণঅভ্যুত্থানের পর পঞ্চদশ সংশোধনীর পুরো আইন ও আইনের কয়েকটি ধারার বৈধতা নিয়ে গত বছর হাইকোর্টে আলাদা দুটি রিট আবেদন দায়ের করা হয়। সুশাসনের জন্য নাগরিকের (সুজন) সম্পাদকসহ চার ব্যক্তি একটি এবং নওগাঁর বাসিন্দা মো. মোফাজ্জল হোসেন আরেকটি রিট আবেদন করেন। শুনানি শেষে গত বছরের ১৭ ডিসেম্বর হাইকোর্ট রায় দেন।

নতুন বেতন কাঠামোয় সরকারি চাকরিজীবীদের মূল বেতন সর্বোচ্চ ১০০ শতাংশ পর্যন্ত বাড়তে পারে। তবে সব গ্রেডে সমান হারে বেতন বাড়বে না। নিম্ন গ্রেডের কর্মচারীর বেতন তুলনামূলক বেশি বাড়ানো হতে পারে। গতকাল সোমবার জাতীয় বেতন কমিশন-২০২৫ সুপারিশ প্রণয়ন কমিটির সভায় এ বিষয়ে আলোচনা হয়েছে।

বৈঠক সূত্রে জানা যায়, নবম জাতীয় বেতন কমিশনের প্রতিবেদন পর্যালোচনা করে সরকারের জন্য চূড়ান্ত সুপারিশ তৈরির লক্ষ্যে গঠিত কমিটি আগামী সপ্তাহে আরেকটি সভায় বসবে। এরপর সচিব কমিটির সুপারিশ পরের সপ্তাহে মন্ত্রিসভায় উঠবে। তবে মন্ত্রিসভা চাইলে সুপারিশে পরিবর্তন, সংযোজন, বিয়োজন করতে পারবে। অনুমোদন মিললে গেজেট জারির পর নতুন বেতন কাঠামো কার্যকর হবে।জাতীয় বেতন কমিশনের সুপারিশ প্রণয়ন কমিটির সভা গতকাল সচিবালয়ে মন্ত্রিপরিষদ সচিব নাসিমুল গণির সভাপতিত্বে অনুষ্ঠিত হয়। প্রধানমন্ত্রীর মুখ্য সচিব, অর্থ সচিব, জনপ্রশাসন সচিব, আইন সচিব, প্রতিরক্ষা সচিব, মাধ্যমিক ও উচ্চ শিক্ষা সচিব, স্বাস্থ্যসেবা সচিব, সশস্ত্র বাহিনী বিভাগের প্রিন্সিপাল স্টাফ অফিসার ও হিসাব মহানিয়ন্ত্রক এ কমিটির সদস্য।

বৈঠক শেষে কমিটির এক সদস্য গণমাধ্যমকে বলেন, সরকারি চাকরিজীবীদের মূল বেতন সর্বোচ্চ ১০০ শতাংশ পর্যন্ত বাড়ানোর বিষয়ে ফলপ্রসূ আলোচনা হয়েছে। নতুন বেতন কাঠামোয় শুধু মূল বেতন নয়; বাড়ি ভাড়া, চিকিৎসা, যাতায়াতসহ বিভিন্ন ভাতা পুনর্বিন্যাসের প্রস্তাবও রয়েছে। কয়েকটি ভাতা একীভূত করার পাশাপাশি বাস্তবতার সঙ্গে সামঞ্জস্য রেখে নতুন কিছু সুবিধাও যুক্ত হতে পারে। চাকরিজীবীর অবসরকালীন সুবিধা ও পেনশন কাঠামো নিয়েও বৈঠকে আলোচনা হয়েছে।

কমিটির আরেক সদস্য গণমাধ্যমকে বলেন, ভাতা সুবিধার বিষয়ে একাধিক এসআরও (বিধিবদ্ধ নিয়ন্ত্রক আদেশ) জারি করার ব্যাপারে বিস্তারিত আলোচনা হয়েছে।সরকারি চাকরিজীবীদের জন্য সর্বশেষ জাতীয় বেতন স্কেল ঘোষিত হয়েছিল ২০১৫ সালে। এর পর থেকে প্রতিবছর তাদের মূল বেতনের নির্ধারিত ৫ শতাংশ হারে বাড়লেও নতুন করে আর পে স্কেলের ঘোষণা আসেনি। ২০২৫ সালে সাবেক অর্থ সচিব জাকির আহমেদ খানের নেতৃত্বে ‘জাতীয় বেতন কমিশন, ২০২৫’ গঠন করেছিল অন্তর্বর্তী সরকার। ওই কমিশন গত ২২ জানুয়ারি সরকারের কাছে যে প্রতিবেদন জমা দিয়েছিল, সেখানে সরকারি কর্মচারীদের বেতন-ভাতা ১০০ থেকে ১৪০ শতাংশ পর্যন্ত বাড়ানোর সুপারিশ করা হয়।

কমিশনের সুপারিশ অনুযায়ী, বিদ্যমান সর্বনিম্ন বেতন স্কেল আট হাজার ২৫০ থেকে বাড়িয়ে ২০ হাজার টাকা এবং সর্বোচ্চ ধাপ ৭৮ হাজার থেকে বাড়িয়ে এক লাখ ৬০ হাজার টাকা করার প্রস্তাব দেওয়া হয়। এ ছাড়া বৈশাখী ভাতার হার বর্তমানের ২০ শতাংশ থেকে বাড়িয়ে ৫০ শতাংশ করার সুপারিশ এবং যাতায়াত ভাতার ক্ষেত্রেও ১০ম থেকে ২০তম গ্রেড পর্যন্ত বড় ধরনের সংস্কারের কথা বলা হয়েছিল।

নিম্ন গ্রেডে বেশি সুবিধাসংশ্লিষ্ট সূত্রগুলো বলছে, বর্তমান সরকারের লক্ষ্য হচ্ছে নিম্ন গ্রেডের কর্মচারীর ক্রয়ক্ষমতা বাড়ানো। সে কারণে ১০ম থেকে ২০তম গ্রেডের কর্মচারীদের জন্য তুলনামূলক বেশি বেতন রাখার সুপারিশ আসতে পারে। অন্যদিকে, প্রথম থেকে নবম গ্রেডের কর্মকর্তাদের ক্ষেত্রে উল্লেখযোগ্য বৃদ্ধি থাকলেও তা কিছুটা সীমিত হতে পারে। অর্থ বিভাগের সংশ্লিষ্ট কর্মকর্তাদের সঙ্গে কথা বলে জানা গেছে, প্রথম থেকে নবম গ্রেড পর্যন্ত বেতন বাড়তে পারে ৬০-৭০ শতাংশ, আর ১০ম থেকে ২০তম গ্রেড পর্যন্ত ৯০-১০০ শতাংশ।

আন্তঃমন্ত্রণালয় কর্মচারী অ্যাসোসিয়েশনের সমন্বয়ক নজরুল ইসলাম গণমাধ্যমকে বলেন, দীর্ঘ সময় পর নতুন বেতন কাঠামো প্রণয়ন হওয়ায় সরকারি চাকরিজীবীদের মধ্যে বেশ আগ্রহ তৈরি হয়েছে। তবে তারা শুধু মূল বেতন বৃদ্ধি নয়; মূল্যস্ফীতির সঙ্গে সামঞ্জস্যপূর্ণ ভাতা, পেনশন এবং অন্যান্য সুযোগ-সুবিধারও বাস্তবসম্মত সংস্কার প্রত্যাশা করছেন।

২০২৬-২৭ অর্থবছরের বাজেটে সরকারি কর্মকর্তা-কর্মচারীদের বেতন ও ভাতা বাবদ প্রায় ৮৯ হাজার ৮৩৬ কোটি টাকা বরাদ্দ রাখা হয়েছে। পেনশন ও গ্র্যাচুইটিসহ যা এক লাখ ৪১ হাজার ৪৩৪ কোটি টাকা। বাজেটের ‘জনপ্রশাসন-নিট’ খাতে চলতি অর্থবছরের সংশোধিত বাজেটের তুলনায় ৫৪ হাজার ৫৭২ কোটি টাকা বেশি বরাদ্দ রাখা হয়েছে। অর্থ মন্ত্রণালয়ের তথ্য অনুযায়ী, এই অতিরিক্ত অর্থের অন্তত ৪৪ হাজার কোটি টাকা রাখা হয়েছে মূলত সরকারি কর্মচারী, এমপিওভুক্ত শিক্ষক এবং পেনশনভোগীর নতুন বেতন কাঠামোর আংশিক বাস্তবায়নের জন্য।সাবেক অর্থ সচিব মোহাম্মদ মুসলিম চৌধুরী গণমাধ্যমকে বলেন, সরকারি কর্মচারীদের বেতন বাড়ানোর যৌক্তিকতা রয়েছে। এ ক্ষেত্রে বাজারের অন্যদের পরিস্থিতি কী, সেটিও বিবেচনা করা জরুরি। অন্তর্বর্তী সরকারের সময় গঠিত পে কমিশন একটি প্রস্তাবনা দিয়েছে। কিন্তু সেই সময়ের অর্থনীতির সঙ্গে বর্তমান অর্থনীতিতে কী পরিবর্তন হয়েছে, সেটিও যাচাই করতে হবে। কারণ, বাজারে দাম বাড়লে সবার জন্যই বাড়বে।

সংশোধনীগতকাল গণমাধ্যমের প্রথম পৃষ্ঠায় ‘নতুন পে স্কেল একবারেই বাস্তবায়ন করা হবে’ শিরোনামে প্রকাশিত প্রতিবেদনে একবারে পে স্কেল বাস্তবায়ন করা হবে বলে উল্লেখ করা হয়েছে। প্রকৃতপক্ষে মূল বেতন একবারে বাস্তবায়ন করা হবে। ভাতা পরবর্তী ধাপে দেওয়া হবে। অনাকাঙ্ক্ষিত এ ত্রুটির জন্য আমরা আন্তরিকভাবে দুঃখিত। -বা.স.

Heavy to very heavy rainfall is likely to occur at places over Khulna, Barishal, Chittagong, and Sylhet divisions during the next 48 hours, commencing 2 pm on Monday.

“Under the influence of active monsoon heavy (44-88 mm/24 hours) to very heavy (88 mm/24 hours) rainfall is likely to occur at places over Khulna, Barishal, Chittagong, and Sylhet divisions during the next 48 hours commencing from 02 PM,” said a Met office bulletin.

Due to heavy to very heavy rainfall, temporary waterlogging may occur at places over the Chittagong metropolitan areas, and landslides may occur at places over the hilly regions of the Chittagong division.

সুপ্রিমকোর্টের সঙ্গে পরামর্শক্রমে বাংলাদেশ জুডিশিয়াল সার্ভিসের চার সদস্যকে পদোন্নতি দিয়ে নতুন কর্মস্থলে পদায়ন করা হয়েছে। একই সঙ্গে জুডিশিয়াল সার্ভিসের আরও ৩৪ বিচারককে বিভিন্ন কর্মস্থলে বদলি করে পৃথক প্রজ্ঞাপন জারি করেছে আইন মন্ত্রণালয়।

রোববার (৫ জুলাই) আইন মন্ত্রণালয়ের ওয়েবসাইট থেকে এ তথ্য জানা গেছে।

আইন মন্ত্রণালয়ের পৃথক প্রজ্ঞাপনে বলা হয়েছে, বাংলাদেশ সুপ্রিমকোর্টের পরামর্শক্রমে বাংলাদেশ জুডিশিয়াল সার্ভিসের চার সদস্যকে সিনিয়র সিভিল জজ পদ থেকে যুগ্ম জেলা ও দায়রা জজ পদে জ্যেষ্ঠতাসহ পদোন্নতি প্রদান করা হয়েছে। একই সঙ্গে পরবর্তী আদেশ না দেওয়া পর্যন্ত পদোন্নতিপ্রাপ্ত বিচারকদের তাদের নামের পাশে বর্ণিত নতুন পদ ও কর্মস্থলে নিয়োগ করা হলো।

আরেক প্রজ্ঞাপনে জুডিশিয়াল সার্ভিসের ৩৪ সদস্যকে তাদের বর্তমান কর্মস্থল থেকে বদলি করে পরবর্তী আদেশ না দেওয়া পর্যন্ত নতুন দায়িত্বপ্রাপ্ত কর্মস্থলে যোগদানের নির্দেশ দেওয়া হয়েছে। প্রজ্ঞাপনে বদলিকৃত ও পদোন্নতিপ্রাপ্ত বিচারকদের কর্মস্থলে যোগদানের বিষয়ে সুনির্দিষ্ট সময়সীমাও বেঁধে দেওয়া হয়েছে।

The Dhaka Metropolitan Police (DMP) has expanded its AI-based traffic camera network to 19 key intersections in the capital, with four new cameras added on Tuesday, said DMP Commissioner Musleh Uddin Ahmed.

Speaking to reporters after inaugurating an AI camera at Lake Road under Tejgaon Traffic Division, the commissioner said technology is being gradually extended to other important intersections in the city.

He said around 1,500 traffic cases have so far been filed using AI cameras.

As the fines vary depending on the nature of the offences, updated information on the total amount of fines collected is available with the traffic division.

Regarding AI-based traffic cases, the commissioner said notices are sent not only through mobile messages but also by post to the registered owners of vehicles found violating traffic laws.

SMS notifications are also sent from designated DMP Traffic Division numbers while the information is published on the DMP traffic portal and website.

Responding to a question about prosecution notices being sent to previous owners when vehicle ownership has not been officially transferred after a sale, he said around 38,000 summons have so far been issued.

On the issue of battery-operated auto-rickshaws, the DMP commissioner said drives against such vehicles are continuing, although it is not possible to remove all of them from Dhaka’s roads immediately.

He said the Ministry of Home Affairs and DMP have taken a policy decision regarding battery-operated auto-rickshaws and are working with relevant stakeholders to implement it.

Necessary measures will be taken gradually in line with a coordinated decision.

Earlier at the inauguration ceremony, the DMP commissioner said AI cameras have been installed at important intersections and accident-prone points to ensure better traffic management and road safety.

“As a result, there has been unprecedented and visible improvement in traffic management. It has created a positive tendency among drivers to stay within designated lanes and comply with traffic signals,” he said.

He added that the combination of traffic diversions and modern signal lights is laying the foundation for transforming Dhaka into a modern and smart city.

“We are committed to maintaining this momentum and have adopted stricter, technology-driven measures to enforce traffic laws,” he said.

Dengue outbreaks in Bangladesh are lasting longer, spreading beyond Dhaka, and becoming increasingly unpredictable as climate variability, rapid urbanization, and other factors reshape the country’s disease landscape.

A growing body of research suggests that rising temperatures, irregular rainfall, and humidity are influencing the spread ofAedesmosquitoes, which transmit the dengue virus. However, scientists say climate change alone cannot explain Bangladesh’s evolving dengue pattern. Instead, they point to a combination of climate variability, El Niño, rapid urbanization, mosquito-control limitations, human behavior, and changes in circulating dengue virus types.

Bangladesh experienced its worst dengue outbreak in 2023, recording more than 321,000 hospitalized cases and over 1,700 deaths, according to official data.

The unprecedented outbreak prompted researchers to examine why dengue was spreading beyond its traditional hotspots, becoming less predictable, and emerging at different times of the year.

Research has consistently found strong links between local weather conditions—particularly temperature, rainfall, and humidity—and dengue transmission. Warmer temperatures accelerate mosquito development, increase biting activity, and shorten the time needed for the dengue virus to become infectious inside mosquitoes.

A study published inScientific Reportsfound that local temperature and rainfall were more closely linked to dengue transmission than large-scale climate events such as the El Niño–Southern Oscillation (ENSO), suggesting El Niño influences outbreaks primarily by altering local weather conditions.

More recent spatial and time-series studies have also shown that dengue risk varies across districts because climate interacts with local factors such as population density, water-storage practices, drainage conditions, and mosquito-control capacity.

Public health expert Dr Mushtaq Hossain said El Niño-related environmental changes can create favorable conditions for dengue transmission.

“Due to the impact of El Niño, temperatures increase, rainfall patterns change, and humidity in the air rises. These environmental changes create favorable conditions forAedesmosquito breeding, increasing the risk of dengue transmission,” he toldMedia.

He said rainfall patterns play a crucial role because mosquito breeding depends not only on the amount of rainfall but also on its timing and distribution.

“Intermittent rainfall allows water to collect in different places, whereAedesmosquitoes can lay eggs and reproduce. However, during excessive rainfall, accumulated water may sometimes be washed away,” he said.

Dr Mushtaq added that warmer weather also affects mosquito biology.

“Extreme heat increases mosquitoes’ metabolism. At the same time, warmer temperatures allow the dengue virus inside mosquitoes to become infectious more quickly,” he said.

Although climate conditions are becoming increasingly important, experts caution against treating climate change as the sole driver of dengue outbreaks.

Dr Kabirul Bashar, professor in the Department of Zoology at Jahangirnagar University, said dengue outbreaks result from several factors working together.

“It is not that dengue has increased entirely because of climate change. There are many factors, including unplanned urbanization, mosquito-control failure, and behavioral patterns. Multiple factors play a role together in dengue transmission,” he toldMedia.

He said El Niño can influence dengue risk through changes in temperature but cannot, by itself, explain why outbreaks occur.

“El Niño has an impact, but it does not mean dengue is happening only because of El Niño. Different factors influence transmission in different ways in different areas,” he said.

Dr Bashar said local environmental and behavioral factors often determine the intensity of outbreaks.

“For example, in some areas of Barisal, people store water because of iron-related problems in the water supply. Stored water can serve as breeding grounds forAedesmosquitoes and contribute to dengue transmission,” he added.

In 2023, Dr Bashar presented research on the potential impact of climate change on dengue transmission throughAedesmosquitoes in Bangladesh, highlighting how rising temperatures and environmental changes could influence future transmission patterns.

Experts say dengue’s changing behavior is driven not only by mosquitoes but also by the virus itself.

Public health expert Tajul A Bari said seasonal conditions, temperature, and dengue virus characteristics together influence outbreaks.

“El Niño has an impact. Temperature is related to mosquito breeding, and when the environment becomes warmer, the mosquito population can increase,” he toldMedia.

He said climate change and global warming may have helped dengue spread across wider parts of Bangladesh by making more areas environmentally suitable for mosquitoes.

However, he said preventing dengue remains challenging because of the circulation of multiple virus types.

“There are four strains of dengue virus. In Bangladesh, dengue serotypes 2 and 3 are more common. The idea that infection with one strain means a person will not get dengue again is not correct,” he said.

He added that vaccination remains another challenge. Although three dengue vaccines are available globally, access remains limited.

“One dengue vaccine has not even reached Bangladesh,” he added.

Researchers say Bangladesh’s evolving dengue pattern requires a shift from short-term seasonal responses to year-round preparedness, as the factors driving transmission continue to change.

Experts recommend integrating climate forecasts, mosquito surveillance, and hospital admission data to identify high-risk periods and areas before outbreaks accelerate.

They say temperature, rainfall, and humidity trends can provide early warning signals. However, controlling dengue will ultimately depend on stronger urban management, more effective mosquito control, and greater community participation.

Researchers say Bangladesh can no longer treat dengue as a seasonal emergency confined to the monsoon months. As climate variability, urban growth, mosquito ecology, and viral evolution continue to interact, experts say year-round surveillance, stronger vector control, improved urban planning, and greater public awareness will be essential to limiting future outbreaks.

The Ministry of Shipping has taken a significant step by acceding to three key international maritime liability conventions in London.

Shipping Minister Shaikh Rabiul Alam formally handed over the instruments of accession to International Maritime Organization (IMO) Secretary-General Arsenio Dominguez at IMO headquarters in London on Monday according to a press release received here.

The move will further align Bangladesh’s maritime legal and institutional framework with internationally recognized standards and best practices.

Bangladesh’s Acting High Commissioner to the United Kingdom Dr M Nazrul Islam and Department of Shipping Director General Commodore Shafiul Bari were present.

A press release of the Shipping Ministry said the accession to these conventions reflects the government’s commitment to ensuring safe shipping, protecting the marine environment, and establishing a responsible maritime governance system.

The three conventions ratified by Bangladesh are- the 1992 Protocol to the International Convention on Civil Liability for Oil Pollution Damage; the International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001; and the Nairobi International Convention on the Removal of Wrecks, 2007.

Hundreds of ships pass through Bangladesh’s territorial waters or call at its ports every day. Such maritime traffic carries risks including oil spills, bunker fuel pollution, and shipwrecks, all of which can threaten navigation and marine biodiversity.

These conventions establish liability for such incidents and require compulsory insurance coverage. As a result, compensation for damages can be secured through a guaranteed financial mechanism rather than relying on lengthy legal proceedings.

The ratification is also expected to bring economic benefits to the country. Bangladeshi-flagged vessels will no longer need to obtain convention certificates from foreign maritime administrations, saving both time and foreign exchange.

In addition, compliance with these conventions will enhance the credibility of Bangladeshi-flagged ships among international charterers, insurers, and port authorities, reducing commercial delays and minimizing additional inspections by authorities at foreign ports.

More than 100 countries have already become parties to these conventions. With this ratification, Bangladesh has brought its maritime framework into line with internationally recognised standards.

Against the backdrop of growing maritime traffic, expanding port operations, and ongoing coastal development, the decision is expected to strengthen Bangladesh’s role as a responsible maritime nation while contributing significantly to the fulfillment of international obligations and the protection of national interests.

The blaze erupted in the basement of a 14-storey building, and firefighters were alerted to the incident at 8:02pm, Rafi Al Faruq, duty officer at the control room of the Fire Service and Civil Defence, told the Media.

Three firefighting units extinguished the blaze completely at 10:28pm, he added.

No casualties were reported.

The cause of the fire could not be determined immediately.

The victim was Farhad Shah, 30, a resident of Anantapur village in Bishwambarpur upazila.

His parents, Nurul Amin, 70, and Fatema Begum, 60, were also electrocuted when they rushed to rescue him.

Police and family members said Nurul Amin and Farhad jointly ran a grocery shop attached to their tin-roofed house beside a road. The roof had developed leaks, allowing rainwater to seep into the shop.

Farhad climbed onto the roof to repair the damaged tin sheets when he came into contact with a live electric wire running overhead. He fell to the ground while still in contact with the wire.

Nurul Amin rushed to save his son but also suffered a fatal electric shock. Fatema Begum then attempted to rescue them and also suffered an electric shock.

Local residents took the three to Bishwambarpur Upazila Health Complex, where doctors declared them dead.

Farhad’s maternal uncle, Faez Ahmed, said Farhad suffered the initial electric shock while repairing the roof, and his parents died while trying to rescue him.

Bishwambarpur Police Station Officer-in-Charge Mohammad Shaheen Mia confirmed the deaths and said police handed the bodies over to the family after completing the necessary formalities.

The hulking funeral cortège, carrying the coffins of Ayatollah Ali Khamenei and four family members, inched along a 10km route – slowed, and often stopped, by millions of mourners in one of the largest public gatherings in many years.

In a week of funeral events, Monday’s march was the most significant in carefully choreographed ceremonies steeped in political messaging of resistance and revenge.

But many also stayed away, hurting from two wars in less than a year, inflation spiralling at around 80%, and the pain of January’s anti-government protests.

Some blame Khamenei, who was also the commander-in-chief, for the security crackdown which killed many thousands.

“Of course I’m not going to the funeral,” one man told us outside one of the many “mookebs”, the rest stations set up in the city and on its outskirts to provide free food and water, most of it from private donations.

“Many people don’t have work and are so unhappy,” he explained.

Aerial footage from Monday’s procession showed one of Tehran’s main arteries chock-full of loyalists consumed by grief and chanting the Islamic Republic’s signature slogans of “death to America” and “death to Israel”.

“Tears arise from the pain and sorrow that surges within a person, and the world sees this truth,” declared Iran’s President Masoud Pezeshkian, rebutting US President Donald Trump’s claim that these were “fake tears”.

The commemorations now move to some of the most sacred sites for Shia Muslims, including in Qom, south of Tehran, on Tuesday, and then to Najaf and Karbala in neighbouring Iraq.

The final burial is on Thursday at the sprawling Imam Reza Shrine in Mashhad, the ayatollah’s birthplace and Iran’s holiest city.

“The funeral proceedings are designed to frame him as more than a national leader but a transcendent religious and political figure whose authority extended across the Muslim world, and particularly Shia Islam,” observed Mohammad Eslami, research fellow at Tehran University.

There’s a harsher view of his legacy. “The revolution he preserved was for a world which no longer exists,” assesses Karim Sadjadpour, author of Reading Khamenei: the World View of Iran’s Most Powerful Leader.

In Tehran, a flatbed truck, decorated with intricate latticework and Arabic Islamic script, carried five caskets, painted in the green, red and white of Iran’s flag, including the smallest for Khamenei’s 14-month-old granddaughter Zara.

All were killed by Israeli-American air strikes on 28 February, in the first hours of the war.

Red was the loudest colour in the huge crowds of bereaved wearing black. Religious flags symbolising blood and martyrdom amplified calls to avenge the supreme leader’s assassination.

Posters in English singling out Trump as the main target were held high for the hundreds of foreign journalists given rare access to cover this funeral.

An Iranian messaging app had advised government supporters to use slogans such as “Our revenge is inevitable,” and “They will pay. Hard.”

“I want to say one sentence to President Trump and the world,” declared a grey-haired man named Mojtaba, who came to us saying he had a message.

“Soon, very soon you will see signs of revenge at the top of the White House, and soon the colour of the White House will be the colour of my red flag.”

“Some of these calls are just ritualistic,” a government official told me. “But the anger is real among hardline critics within the system who oppose the new deal with the United States which killed our leader. ”

To address a dire financial situation, Iran’s new leaders, after surviving weeks of war, must now keep negotiating if they wish to see badly needed relief through the easing of sanctions and unfreezing of assets.

Government supporters in what were welcoming crowds kept approaching foreigners - including what the government says were 400 social media influencers - to ask “where are you from?” They often urged visiting media to “tell the truth”.

But even in this throng there were other voices too. Two young Iranian women, clad in the black cloaks of most female mourners, pulled us aside to whisper that the “real voices of revolution” had been heard in the protests just months ago on these same streets.

The road ahead is still uncertain as Iran buries the last of the first-generation founders of its 1979 revolution.

Nearly four decades ago, I was in Iran when it buried its first supreme leader Ayatollah Khomeini. In the frenzied stampede, his flimsy wooden coffin broke and his white shrouded body tumbled into the crowds.

Iran enters a new era with its third Supreme Leader, 56-year-old Mojtaba Khamanei, who’s still not been seen in public since the air strikes which killed his father severely injured him.

The sight of his three brothers at the open-air Grand Musalla mosque compound, where their father lay in state made his absence all the more conspicuous.

Iranian officials point to Israel’s continuing threats to assassinate him too.

“He’s in my heart and I hope he is safe from Trump and Netanyahu,” insisted one woman who had travelled with her family from Hamadan, a four-hour drive away, to join the procession.

But the organisers of what they’ve called the “event of the century” have tried to maximise other symbols.

The biggest of all is the colossal statue of a clenched fist that now towers over Enqelab or Revolution Square – the “fist of defiance” meant to send a message to enemies outside and inside Iran that their Islamic Republic cannot be defeated.
